This is a fine example of city government officials going far beyond their scope - and with consequences - but is this premise accurate? "Failure that comes not from corruption, not from the lack of diligent execution, and not from insufficient resources, but from pursuing goals that are undesirable and/or unachievable." To me, this is corruption, diligent execution is obviously impossible, and the pursuit of unachievable goals is the goal.
