Hi, I’m Mark Moses, and this is the 18th podcast on the MuniFinanceGuy. Today I want to speak to you about an interesting topic — “Why Do Elected Officials Struggle With Negotiations?” To start off, we see many cities struggling with their city manager hires. They will hire and fire them every two years, in an endless loop. The second item is labour negotiations, where cities can’t argue with people about the correct labour expense. These are items that are the right of management to decide, but they don’t get to make that decision as an independent body.
