Every city that I have worked with has always wanted to continue to look at their priorities. They always talk about needing to “reprioritize” or “realign with priorities”. Yet they never seem to get stable in that regard. One of the solutions proffered is — Priority-Based Budgeting, which seems to be a better solution than what was done before.
