My observation is that once cities get into a mode where they have taken on more than their revenues allow, things start to deteriorate, and they wind up deferring maintenance, borrowing to survive, or not doing justice to the facilities whose maintenance they have taken on. How do they resolve this? Most often, the go-to move is to raise taxes. But is that the only way?
