Today I want to speak to you about “Budget Schedules For City Governments — Classically Undisciplined.” When cities follow a budget cycle, they think they are done once the budget gets adopted. The assumption is that they have this breathing room where they are 5-6 months away from the next cycle. But I want to talk about why once you have started the budget process it’s already too late. The time to really address the budget is paying attention to it year around, as commitments are made that affect the budget.
